First phase for DRS return points opens up
ORGANISER for the UK’s DRS Exchange for Change has opened up the first phase of registration for producers and retailer return points.
Businesses required to register as a producer, return point operator, or both, can now complete the first phase of registration under the scheme just over a year ahead of the go-live date in October 2027.
Firms can complete registration by visiting Exchange for Change’s registration portal, which is available via this link.
As in line with earlier rules set out by Exchange by Change, retailers in urban areas with a retail space of under 100m² are automatically exempt from operating a return point and do not need to register unless they intend to offer a return point.
Similarly, urban retailers between 100m² and 199m² of sales area and rural retailers under 200m² will be able to apply for an exemption from offering a return point. These retailers are still required to complete the registration process, though further details will be published about how to apply for an exemption in the coming months.
Exchange for Change has said this first step in registration will establish the core information that is required from businesses at this stage and should be completed as soon as possible.
Businesses will only need to provide the most basic information including company details, primary contact information, trading name and relevant business and mailing address.
The form does not need to be completed all at once as well, business owners will be able to save their progress and return to complete their registration at a later time if needed. Once submitted, businesses will receive a registration reference number on screen and by email.
Phase Two of this process will open in January 2027 and business owners will be asked to provide further relevant information at this stage.

“We are designing the scheme to be as clear and straightforward as possible. Phase 1 is a simple process that gives producers and retailers an opportunity to start registering now, by providing the core information we need before more detailed information that will be collected in Phase 2 next year.
“We encourage businesses to complete Phase 1 as soon as possible, and will continue to provide guidance and support throughout the registration process as preparations for scheme go-live progress.”
