HMRC and Border Force say their new strategy, including new registration measures and cross-government collaboration, will bolster action against the illicit tobacco trade.
The bodies claim that since 2000 the size of the illicit cigarette market has been halved, the illicit market for hand-rolling tobacco has been reduced by a third and there have been more than 4,000 criminal prosecutions.
